SB 590 / HB 744, named for Sgt. Patrick Kepp, overhauls penalties and point assessments for reckless, negligent, and aggressive driving. It was signed May 13, 2025.
Key changes you’ll notice

Driving 30+ mph over the limit now counts as reckless driving by itself. Punishable by up to 60 days in jail, a $1,000 fine, or both.

Points: 30+ over the limit = 6 points; negligent driving = 2 points.

Aggressive driving is easier to charge: now any 2 of a longer list of violations during one continuous drive (e.g., blowing a stop sign, passing a stopped school bus, failing to stop for a pedestrian in a crosswalk, lane-splitting on a motorcycle, etc.). Fine up to $1,000.

Background: the law honors Montgomery County Sgt. Patrick Kepp, who lost both legs after being struck by a driver going 100+ mph; his case helped spur the bill.
